Run your business from inside the Nordic EU gateway.
Finland's Residence Permit for Entrepreneurs is the Nordics' most structured self-employment pathway — evaluated on commercial viability, not innovation mandates. Open to consultants, traders, freelancers, and operational shareholders.
Core Eligibility & Business Structures
Migri categorizes self-employed individuals under the Residence Permit for an Entrepreneur. You must actively operate your business within Finland — owning shares or property remotely does not qualify.
Private Trader / Sole Proprietor
Yksityinen elinkeinonharjoittaja or Toiminimi — the most straightforward entry structure for individual freelancers and consultants.
Partner in a General Partnership
Avoin yhtiö — full active partnership with shared liability and operational responsibility in a registered Finnish entity.
General Partner in a Limited Partnership
Kommandiittiyhtiö — active management role in a Finnish limited partnership structure.
Shareholder in a Managerial Position (Oy)
Operative shareholder in a Finnish Limited Liability Company (Osakeyhtiö). You must personally own at least 30% of share capital or hold at least 30% of voting rights.
Key permit benefits
- Continuous A-permit valid 1–2 years, renewable to 4
- Full EU Schengen zone travel rights
- Universal public healthcare access
- Spouse + children under 18 sponsored simultaneously
- PR eligible after 4 continuous years
- Citizenship eligible after 5 years
“Light entrepreneurs” are excluded. Using third-party invoicing services (kevytyrittäjä) without your own Business ID (Y-tunnus) does not qualify. You must establish a dedicated company.
Financial Requirements
Minimum personal cash reserve upfront — covering 12 months at the €1,030–1,210/month threshold. Exact amount varies by municipality.
Minimum Net Income
€1,030–€1,210/month — fluctuates by municipality. Your business must comfortably cover operational costs and personal living expenses.
ELY Centre Business Assessment
Before Migri reviews your file, the ELY Centre conducts an independent assessment of commercial viability and profitability — the first critical gate.
Processing Fee
Electronic application via Enter Finland: €750. Paper applications: €900. Fee is non-refundable regardless of decision outcome.
Mandatory Document Checklist
Valid Passport
Must remain valid for the entire duration of the requested permit period.
Business ID (Y-tunnus)
Obtained via YTJ registration with the Finnish Patent and Registration Office (PRH).
Comprehensive Business Plan
Operations, target demographics, marketing strategies, and value proposition — no generic templates.
2-Year Financial Forecast
Month-by-month profit-and-loss projection and cash flow statement for the next 24 months.
Proof of Qualifications
Academic degrees, professional certifications, and employment references validating your sector expertise.
Regulatory Documentation
All non-English, non-Finnish, or non-Swedish documents must be legalized and translated into English or Finnish.
Step-by-Step Application Process
“Missing the order of operations — ELY assessment before Migri review — is the most common cause of denial.”
The two-stage evaluation (ELY Centre → Migri) means your application is reviewed by both a business authority and an immigration authority. Average processing time: 3 to 4 months.
Legal Incorporation & Business ID
Register your company with the PRH via the YTJ system to generate your unique Business ID (Y-tunnus).
Digital Filing via Enter Finland
Create an account on Enter Finland. File the "First Residence Permit for an Entrepreneur," upload your business plan, 2-year forecast, and bank statements.
Processing Fee Payment
Pay the mandatory fee via Enter Finland — €750 electronically or €900 for paper applications. Non-refundable.
Biometrics at Finnish Embassy
Book a physical appointment at a Finnish embassy, consulate, or VFS Global point within 3 months of filing. Submit biometrics and original documents.
Dual-Stage Review (ELY → Migri)
ELY Centre evaluates commercial viability first. Upon positive decision, Migri runs background and security clearances before issuing your physical residence card.
Healthcare, Social Security & Family
Universal Healthcare Integration
Once your permit is active and you register your municipality of residence (kotikunta) with the DVV, you are legally entitled to public healthcare on identical terms to Finnish citizens — municipal health centers and hospital districts included.
Family Reunification Rights
Sponsor your legal spouse or cohabiting partner (minimum 2 years together) and dependent children under 18. Applications submitted concurrently via Enter Finland — family moves, lives, studies, and works freely in Finland.
Long-Term Horizon
Initial A-Permit (1–2 Years)
Continuous residence permit for active entrepreneur operations. Renewable. Family sponsored simultaneously via Enter Finland.
Extended Permit (Up to 4 Years)
Migri audits tax records, company balance sheets, and personal income to verify the business remains profitable and self-sustaining.
Permanent Residency (P-Permit)
After 4 years of continuous, uninterrupted A-permit residence. Must prove consistent income threshold, no extensive absences, and tax compliance.
Finnish Citizenship
After 5 years of continuous residence. Requires YKI language test at B1 level (Finnish or Swedish), clean criminal record, and zero outstanding Finnish debts.
Two authorities.
One clear path.
The Finland Entrepreneur Permit runs a two-stage evaluation — ELY Centre for business viability, then Migri for immigration. Nexa engineers your file to clear both gates cleanly.
- ELY Centre assesses commercial viability first
- Migri issues your physical residence card
- 3–4 month average processing time
- Family moves with you from day one
